الملخص
هدفت الدراسة للتعرف على أثر التحول الرقمي على كفاءة اتخاذ القرار الإداري: دراسة تطبيقية على مؤسسة أطباء بلا حدود في قطاع غزة. وقد استخدمت الدراسة المنهج الوصفي التحليلي، فيما يتكون مجتمع الدراسة من جميع الإداريين العاملين في مؤسسة أطباء بلا حدود في المحافظات الجنوبية لقطاع غزة، وبلغ حجم العينة النهائية للدراسة (40) إداريًا وإدارية، فيما خلصت أهم نتائج الدراسة إلى أن مستوى التحول الرقمي في مؤسسة أطباء بلا حدود بقطاع غزة جاء بدرجة مرتفعة، مما يدل على توفر مقومات التحول الرقمي داخل المؤسسة من حيث البنية التحتية الرقمية، والموارد البشرية الرقمية، والتقنيات الرقمية المستخدمة. وقد بينت النتائج أن مستوى البنية التحتية الرقمية في المؤسسة جاء مرتفعًا، مما يشير إلى توفر الأنظمة التقنية وشبكات الاتصال اللازمة لدعم العمليات الإدارية وتوفير المعلومات. وفي ضوء نتائج الدراسة، يوصي الباحث بالاستمرار في تطوير استراتيجية التحول الرقمي في مؤسسة أطباء بلا حدود، وربطها بالأهداف الإدارية والتشغيلية للمؤسسة، والعمل على المحافظة على مستوى البنية التحتية الرقمية الحالي من خلال تحديث الأنظمة التقنية وشبكات الاتصال بصورة مستمرة لمواكبة التطورات التكنولوجية.

Abstract
This study aimed to identify the impact of digital transformation on the efficiency of administrative decision-making: an applied study on Médecins Sans Frontières (MSF) in the Gaza Strip. The study employed the descriptive-analytical methodology. The study population consisted of all administrative staff working at Médecins Sans Frontières in the southern governorates of the Gaza Strip. The final sample size of the study was (40) male and female administrators. The most significant findings of the study concluded that the level of digital transformation at Médecins Sans Frontières in the Gaza Strip was high, indicating the availability of the components of digital transformation within the institution in terms of digital infrastructure, digital human resources, and the digital technologies employed. The results also showed that the level of digital infrastructure at the institution was high, suggesting the availability of technical systems and communication networks necessary to support administrative operations and provide information. In light of the study's findings, the researcher recommends continuing to develop the digital transformation strategy at Médecins Sans Frontières, linking it to the institution's administrative and operational objectives, and working to maintain the current level of digital infrastructure by continuously updating technical systems and communication networks to keep pace with technological developments.
