الملخص

يعالج هذا البحث أثر التحول الرقمي على العملية الانتخابية من خلال مختلف الانعكاسات التي أفرزها توظيف التكنولوجيا الرقمية على تدبير الانتخابات وتطوير آلياتها، وتهدف إلى إبراز دور الوسائل والتقنيات الرقمية في تحديث مختلف مراحل العملية الانتخابية، مع الوقوف على مدى مساهمة هذا التحول في تعزيز المشاركة السياسية وتوسيع انخراط المواطنين في الانتخابات، كما تهدف هذه المقالة إلى إبراز التحديات التي واكبت رقمنة الانتخابات خاصة تلك المرتبطة بنزاهة العملية الانتخابية والموثوقية في نتائجها، إضافة إلى الإشكالات المرتبطة بالتعبئة السياسية والتأثير في الرأي العام عبر المنصات الرقمية ووسائل التواصل الاجتماعي. وقد خلصت المقالة إلى أن نجاح التحول الرقمي في مجال الانتخابات يظل رهينا بقدرة الدول على توفير بيئة تقنية وقانونية ومؤسساتية متكاملة تضمن الاستخدام الآمن والفعال للتكنولوجيا بما يعزز الثقة في العملية الانتخابية ويحافظ على مصداقيتها.

Abstract

This study examines the impact of digital transformation on the electoral process by analyzing the various implications resulting from the deployment of digital technology in managing and developing electoral mechanisms. It highlights the role of digital tools and technologies in modernizing different stages of the electoral process, while assessing the extent to which this transformation contributes to strengthening political participation and expanding citizen engagement. The article sheds light on the challenges accompanying the digitalization of elections, particularly those related to the integrity of the electoral process and the reliability of its outcomes, in addition to issues associated with political mobilization and public opinion influence via digital platforms and social media. The study concludes that the success of digital transformation in elections remains contingent upon the ability of states to provide an integrated technical, legal, and institutional framework that ensures the safe and effective use of technology, thereby enhancing confidence in the electoral process and preserving its credibility.
