Abstract

This article seeks to shed light on the role of the National Agency for the Promotion of Employment and Skills (ANAPEC) in laying the foundations and establishing the pillars of the social state, as a public institution responsible for implementing state policies in the field of employment promotion and contributing to the regulation of the labour market. The article starts from the importance of employment as one of the key mechanisms for achieving economic independence and social integration, by presenting and analysing the Agency’s programmes aimed at enhancing employability and improving opportunities for professional integration. It also examines programmes designed to promote the economic empowerment of certain vulnerable groups, with particular focus on the mechanisms adopted to encourage entrepreneurship, support business creation, and assist individuals with business ideas and projects. The article concludes that investing in training and self-employment constitutes a fundamental pathway for moving from a logic of addressing poverty and unemployment to one of preventing them, thereby strengthening economic independence and promoting social integration.
