الملخص
ملخص: يتناول هذا المقال المجموعات الصحية الترابية باعتبارها إحدى الآليات المؤسساتية المستحدثة في إطار إصلاح المنظومة الصحية الوطنية، والهادفة إلى تعزيز الجهوية الصحية وترسيخ مبادئ الحكامة الجيدة في تدبير القطاع الصحي. ويعمد إلى تحليل الاختصاصات المسندة إلى هذه المجموعات، ولا سيما تلك المرتبطة بالتخطيط الصحي على المستوى الجهوي، وتنظيم مسار العلاج والتكفل بالمرض ى، وتطوير العرض الصحي، فضلا عن حكامة تدبير الموارد البشرية والمالية . كما يسلط المقال الضوء على الدور الذي تضطلع به المجموعات الصحية الترابية في تعزيز العدالة المجالية وتقليص التفاوتات في الولوج إلى الخدمات الصحية بين مختلف الجهات والأقاليم. ويخلص إلى أن نجاح المجموعات الصحية الترابية يظل رهينا باستكمال البناء التنظيمي والمؤ سساتي، وتعبئة الموارد البشرية والمالية اللازمة، بما يضمن تحقيق النجاعة في الأداء واستدامة الإصلاحات المنشودة .

Abstract
Abstract: This article examines Territorial Health Groups (THGs) as one of the institutional mechanisms introduced within the framework of reforming the national healthcare system. These groups aim to strengthen regional health governance and promote the principles of good governance in the management of the health sector. The article analyzes the competencies entrusted to these groups, particularly those related to healthcare planning at the regional level, the organization of treatment and patient care pathways, and the development of healthcare services. It also addresses the governance of human and financial resources. Furthermore, the article highlights the role that Territorial Health Groups are expected to play in promoting spatial equity and reducing disparities in access to healthcare services among different regions and provinces. It concludes that the success of these groups remains contingent upon the completion of their institutional and organizational framework, as well as the mobilization of the necessary human and financial resources to ensure effective performance and the sustainability of the intended reforms.
