الملخص
تناولت الدراسة دور تقنية البلوك تشين في تبسيط إجراءات التراخيص التشغيلية للاستثمار، وأثرها المباشر في تعزيز البيئة الاستثمارية في المملكة العربية السعودية؛ فعلى الرغم من الطفرة التشريعية والإجرائية التي شهدتها البيئة الاستثمارية في المملكة العربية السعودية، والتي أثمرت عن تيسير مرحلة التأسيس القانوني للشركات واختزالها في آلية الإخطار والتسجيل، إلا أن الفجوة الإجرائية تظل قائمة ومؤثرة في مرحلة ما بعد التأسيس، إذ إن المستثمر يجد نفسه أمام حاجز إجرائي آخر يحول دون بدء النشاط الفعلي، وهو ضرورة استيفاء التراخيص التشغيلية والقطاعية. وهو ما يفتح الباب للتساؤل حول مدى إمكانية توظيف تقنية البلوك تشين كبيئة رقمية موحدة وغير قابلة للتلاعب، لحوكمة وأتمتة متطلبات الاستيفاء القطاعي المشترك، بما يضمن دمج اشتراطات الدولة التشغيلية في منظومة رقمية مرنة لا تعطل التدفقات الاستثمارية. وتأتي أهمية هذا الطرح البحثي مواكبةً للنهضة الاقتصادية المتسارعة وانفتاح السوق السعودي، وتماشيًا مع مستهدفات رؤية المملكة 2030 الرامية إلى جذب رؤوس الأموال الأجنبية وتحديث المنظومة التشريعية. وفي هذا السياق تُعنى الدراسة ببيان أحكام التراخيص التشغيلية، مع تسليط الضوء على أهمية الاعتماد على تكنولوجيا البلوك تشين، والتحديات والمعوقات التي تواجهها، وقد ارتكزت الدراسة على المنهج الوصفي التحليلي، لتخلص في نهايتها إلى مجموعة من النتائج والتوصيات الجوهرية.

Abstract
This study examines the role of blockchain technology in streamlining operational investment licensing procedures and its direct impact on enhancing the investment environment in the Kingdom of Saudi Arabia. Despite the legislative and procedural boom witnessed by the Kingdom's investment environment—which facilitated the legal incorporation of companies by reducing the process to a simple "notification and registration" mechanism—a significant procedural gap persists in the "post-incorporation" phase. Investors often face a further procedural barrier preventing the commencement of actual business activities: the requirement to obtain operational and sectoral licenses. This raises the question of whether blockchain technology can be utilized as a unified, tamper-proof digital environment to govern and automate shared sectoral compliance requirements. Such a system would integrate state regulatory safeguards into a flexible digital framework that does not impede investment flows. This research aligns with the Kingdom's rapid economic growth, the opening of the Saudi market, and the objectives of Vision 2030, which aim to attract foreign capital and modernize the legislative framework. In this context, the study outlines the regulations governing operational licensing while highlighting the importance of adopting blockchain technology, as well as the challenges and obstacles associated with its implementation. The study is based on the……descriptive-analytical [approach], ultimately arriving at a set of key findings and recommendations.
