Abstract

This study examines two major projects led by Rabat toward its African hinterland: the Atlantic Initiative, which aims to grant the landlocked Sahel states access to the Atlantic Ocean, and the African Atlantic Gas Pipeline, known as the Nigeria-Morocco pipeline. It argues that these are not merely economic infrastructures but geopolitical levers in which the geo-economic dimension intersects with the security and sovereignty dimensions. The study concludes that the success of this bet depends on two variables: the deteriorating security of the Sahel on one hand, and the financing and Final Investment Decision of the pipeline on the other, alongside the Moroccan-Algerian rivalry that frames the energy and security landscape of North Africa and the Sahel.
