Résumé
Le présent travail analyse l’accession à la propriété dans les trois régions du Sud marocain, en envisageant la VEFA comme un instrument de production résidentielle parmi d’autres. Entre 2014 et 2024, les évolutions démographiques contrastées de Guelmim, Laâyoune et Dakhla ont engendré des besoins différenciés en logements. Ce travail confronte le cadre juridique protecteur de la VEFA à sa mise en œuvre pratique et à son articulation avec le foncier, l’urbanisme, les infrastructures, le financement et les politiques de l’habitat. Elle montre qu’une réforme limitée au contrat serait ins uffisante. Le maintien d’un socle national de protection doit donc s’accompagner de mesures territoriales adaptées aux besoins, aux dynamiques urbaines et à la maturité résidentielle de chaque région.

Abstract
This study examines access to homeownership in Morocco’s three southern regions, considering off -plan sales as one instrument of housing production among others. Between 2014 and 2024, the contrasting demographic trends observed in Guelmim, Laâyoune, and D akhla generated differing housing needs. The study assesses the protective legal framework governing VEFA in light of its practical implementation and its interaction with land policy, urban planning, infrastructure, financing, and housing policies. It demonstrates that reforming the contractual framework alone would be insufficient. A common national framework of protection should therefore be complemented by territorial measures tailored to the needs, urban dynamics, and level of development of each region’s housing market.
