الملخص

يقدم المقال دراسة أكاديمية تحليلية تبحث في دور المشاركة المواطنة الرقمية باعتبارها رافعة استراتيجية لتحديث وتجويد السياسات الترابية، وذلك من خلال رصد آليات مأسسة الديمقراطية التشاركية الإلكترونية، يركز التحليل على كيفية تحول الفضاء الرقمي من مجرد أداة تواصلية إلى بيئة مؤسساتية تتيح للمواطنين والفاعلين المحليين المساهمة الفعلية في صناعة القرار العمومي المحلي ومراقبة تنفيذه، وينطلق البحث من فرضية مفادها أن دمج التكنولوجيا في تدبير الشأن الترابي يسهم في تجاوز عيوب الديمقراطية التمثيلية الكلاسيكية، ويعزز منسوب الثقة بين المواطن والسلطات العمومية. كما يسلط الضوء على الإطار القانوني والمؤسساتي الضروري لتحويل المبادرات الرقمية إلى قنوات رسمية وممنهجة (كالعرائض الإلكترونية والمنصات التفاعلية الاستشارية…)، معبرا في الوقت ذاته عن التحديات البنيوية التي تواجه هذه المأسسة، وفي مقدمتها الفجوة الرقمية، وغياب الثقافة الرقمية لدى بعض المدبرين المحليين، مما يستدعي تحديث الترسانة التشريعية وتأهيل العنصر البشري لضمان حكامة ترابية شاملة ومستدامة.

Abstract

This article presents an analytical academic study examining the role of digital citizen participation as a strategic lever for modernizing and enhancing the quality of territorial policies. By exploring the mechanisms for institutionalizing e-participatory democracy, the analysis focuses on the transformation of the digital space from a mere communication tool into an institutional environment that enables citizens and local stakeholders to actively contribute to local public decision-making and the oversight of policy implementation. The research is grounded in the hypothesis that integrating technology into territorial governance helps overcome the shortcomings of classical representative democracy and strengthens trust between citizens and public authorities. It also highlights the legal and institutional framework necessary to transform digital initiatives into formal, systematic channels—such as e-petitions and interactive consultative platforms—while acknowledging the structural challenges facing this institutionalization. Foremost among these are the digital divide and a lack of digital literacy among some local administrators, underscoring the need to modernize the legislative framework and build human resource capacity to ensure comprehensive and sustainable territorial governance.
